At our Township Council Meeting we were pleased to celebrate five promotions within our police department. We’d like to congratulate Sergeant Scott Duncan, Sergeant James Skripko, Sergeant Kyle Martucci, Lieutenant Peter Sundack, and Deputy Chief Michael Brosnan. Congratulations gentleman!
Sergeant Scott Duncan #303
Sergeant Scott Duncan was raised in Brick Township and currently resides in Toms River. He graduated from Brick Memorial High School in 1993 and then went on to receive a Bachelor Degree in Criminal Justice from Stockton University. Following college, Sergeant Duncan attended and graduated from the Ocean County Police Academy and began his law enforcement career as a Special Law Enforcement Officer with the Point Pleasant Beach Police Department.
In January 2001, Sergeant Duncan was hired as a full time officer with the Toms River Police Department where, throughout his time as a patrol officer, he was honored as the recipient of several awards including two Merit Awards, a Life Saving Award and a Class B Award. Some of the highlights throughout Scott’s career include being a certified EMT, Executive Board Financial Secretary for PBA #137, Explorer Advisor for Toms River Police Explorer Post #137, Field Training Officer and a member of the Emergency Service Unit.
Sergeant James Skripko #352
Sergeant James Skripko has been a resident of Toms River since 1987. After graduating from Toms River High School North, he earned his Associates Degree in Business Administration from Ocean County College in 1997. Sergeant Skripko then attended The College of New Jersey and graduated in 1999 with a Bachelors Degree in Business Administration. Prior to his career in law enforcement he worked as a financial advisor at Morgan Stanley Dean Witter. Sergeant Skripko began his career in law enforcement in 2004 as a Class II Special Law Enforcement Officer with the Point Pleasant Beach Police Department. He graduated from the Cape May Class II Police Academy with the distinct honor of earning the Director’s Award for being the top overall recruit. After completing a summer in Point Pleasant Beach, he attended and graduated in 2005 from the Ocean County Police Academy where he finished as the 3rd overall recruit in his class. In March 2005, he was hired as a full time police officer with the Ocean Township Police Department (Monmouth County). In June 2007, Sgt. Skripko joined the Toms River Police Department.
During his career as a patrol officer, Sgt. Skripko was honored as the recipient of a life saving award and earned the distinguished pistol expert award. In 2013, he was selected to be a member of the Field Training Officer Program. Sgt. Skripko recently graduated from the Ocean County Law Enforcement for Advanced Detectives (L.E.A.D.S) class this spring. Sgt. Skripko is involved in the community as a coach for his son’s baseball team at the Toms River East Little League. Despite any work accomplishments, he considers his greatest accomplishments being a devoted husband and father.
Sergeant Kyle Martucci #347
Sergeant Kyle Martucci, a graduate of Virginia Tech with a degree in Family Financial Management, joined the Toms River Police Department in August of 2006 and immediately entered the Ocean County Police Academy. Upon graduation he worked the evening shift and eventually midnights where he has spent most of his career thus far. In February 2012, he was selected as a member of the department’s Emergency Service Unit and in January 2013 he became a K-9 handler for the department with his partner Cyrus. As an active member in the PBA, he has held the position of Treasurer since 2010 and is also a NJ Police Training Commission certified Physical Conditioning Instructor and regularly assists with the physical training of members of the Toms River Police Department, as well as recruits in the Ocean County Police Academy.
During Sergeant Martucci’s tenure he has received several lifesaving awards and has been recognized for his service to the community and department. He has made it a point to become involved in many of the philanthropic and community building events that the department sponsors and regularly gives K-9 demonstrations for various schools and organizations throughout the county.
Lieutenant Peter Sundack #294
Lieutenant Peter Sundack is a graduate of East Brunswick High School and Rutgers University where he majored in environmental science. Prior to his law enforcement career, he was an Environmental Scientist and Hazardous Materials Specialist for Cornell University Medical School and a Safety & Security Manager for St. Peter’s University Hospital. He has been a certified Emergency Medical Technician for 29 years and was a volunteer first aider. Lieutenant Sundack began his career with Toms River Police in August of 2000 and graduated from Ocean County Police Academy Class 75. During his time as a patrol officer he was assigned as a School Resource Officer for Toms River High School East and Intermediate School East. In 2012 he was promoted to Sergeant as a patrol supervisor and additionally supervised the School Resource Officer and Bicycle Units. Lieutenant Sundack received several commendations and a life saving award.
Lieutenant Sundack is a long-time instructor at Ocean County Police Academy in the areas of Community Relations, Community Policing and Communications. He is an in-service instructor for Toms River Police Department agency training.
Deputy Chief Michael Brosnan #250
Deputy Chief Michael Brosnan joined the Toms River Police Department in September of 1994. He is a graduate of Toms River High School East, received a Bachelor of Science in Administration of Justice from Rutgers University, and a Master of Arts in Administrative Leadership from the University of Oklahoma. Deputy Chief Brosnan is a graduate of the Ocean County Police Academy and the FBI National Academy. He is an active member of the FBI National Academy Associates, the National Tactical Officers Association, and the NJ Honor Legion. He is also a NJ Certified Public Manager.
Deputy Chief Brosnan previously served in various capacities in both the patrol and criminal investigation bureaus. He has been awarded several awards and citations including the American Legion Officer of the Year and the “200” Club Valor Award in 2000. He is currently assigned as the Operations Bureau Commander overseeing the patrol division and special operations.
