Deputy Chief Michael Belcher: Dates of Service January 30, 1995 – June 30, 2021
Deputy Chief Michael Belcher is a lifelong New Jersey resident, and is a 26 year veteran of the Toms River Police Department. He is married to his lovely wife Caroll Belcher and is father to two great kids, Michael and Bryce. Deputy Chief Belcher’s education includes a Bachelor’s degree from Rutgers University, a Masters of Arts from Seton Hall University, and graduation from the New Jersey State Chiefs of Police Staff and Command Leadership Academy.
Prior to being promoted to Deputy Chief he served as a Captain in the Criminal Investigations Bureau. Michael was also assigned to the Administrative Bureau as the Internal Affairs lieutenant, and to the department’s Patrol Division as a shift commander. While assigned to patrol as a Sergeant he was assigned the responsibility of training department personnel extensively in Domestic Violence Policy and investigations, Use of Force, Vehicle Pursuits, and Emergency Vehicle Operations. Earlier in his career as a patrol officer Deputy Chief Belcher earned assignments to Narcotics, School Resource Officer, Emergency Services, and the Bike Unit. Deputy Chief Michael Belcher was the department’s Operation’s Bureau Commander before retiring this year.
Deputy Chief Belcher was an asset to the police department and a mentor to all during his career. We wish him the best in his retirement!
